2018.01.18 HTs re Ed Gov – Notice to Parent Councils
To Parent Councils
We wrote to Parent Council Chairs in December, setting out the Council’s views about the Scottish Government’s proposals for new legislation to make changes to the management and governance of Scottish education.
The Council shares the Government’s commitment to improve the education and life chances of children and young people through empowering Headteachers, providing enhanced support to teachers, and through greater collaboration.
However, the Council has major concerns about the Government’s “one size fits all” approach and:
the lack of detail on resourcing such an ambitious set of proposals, which is especially concerning at this time of increasing restraint and reducing budgets;
the centralisation of key functions and loss of local democratically elected checks and balances in the system;
the tensions that will be created between different parts of the education system;
the fragmentation of schools and education from other services for children;
the loss of locally based support for schools, and the loss of local contact for communities on many aspects of education.

As we said in December, the Council urges staff, parent councils and parents to take part in the consultation. Accordingly, we will be writing open letters to both teachers and parents, to help make sure that they know about these proposals, and encouraging them to respond.
We would therefore be grateful if you would bring this to the attention of your Parent Council. It is important that the Parent Voice is heard in these discussions.
